The Middlesborough County Court during their investigations about this matter found that the Stockton Borough Council had failed to provide their employees with protective equipment that was in good condition. It also stated that they had done nothing about the issue even after the employee had brought it to their attention.

On checking the armour that was provided to Mr. Roach, they learnt that the Kevlar plates placed in the front and the back of the suit were of different sizes and weight. As one of the plates was heavier, it was pulling the wearer to one side.
